Human Resource Manager – Freeport, Tx.

Reporting to the Senior Vice President of Operations and Commodity Procurement for TX/LA, the Human Resource Manager is responsible for managing the administration of all human resource related functions/activities at the Freeport TX manufacturing facility in accordance with all federal and state regulations and in conjunction with corporate goals and objectives established by Riviana Foods.

The Freeport Site has approximately 170 full time employees and approximately 70 agency employees on the site.  This position also provides HR support for the much smaller Alvin, TX and Crowley, LA operations. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; developing and implementing positive employee relations programs, assisting and guiding management on dealing with employee performance and compliance issues; addressing employee concerns and successfully resolving issues and working collaboratively with Corporate HR on compliance and major Company initiatives.


Major Responsibilities

  • Administer effective employment programs, practices and procedures in accordance with all federal and state regulations and corporate goals. Assure ongoing compliance, tracking and reporting of processes and programs required (i.e. AA, EEO, ADA, unemployment, litigation, retention, termination and turnover)
  • Administer the recruitment and selection process. Coordinate recruitment efforts with hiring managers, accepts resumes and applications, prescreens, coordinates interviews and assists with the final decision process to ensure that the process meets with all regulatory requirements in a cost-effective manner
  • Administer employee orientation programs to effectively prepare new employees for their role within the facility. Additionally, facilitate and/or provide ongoing training to the workforce. Work with management and staff to identify opportunities to strengthen talent. Oversee the training program to ensure effective completion
  • Administer all employee compensation, and ongoing accurate HRIS system input and reporting, employee communication and problem resolution. Conduct ongoing salary and wage survey analysis within industry and geographic location to maintain competitive and marketable wages
  • Administer the plant Safety Program to include maintaining employee documentation and records in accordance with all federal and state requirements, updating and maintaining plant safety policies, work closely with Safety Team to assure employee safety training and safety policy, rule compliance and program content are understood by the managers and employees
  • Maintains employee documentation and records in accordance with all federal and state laws and regulation in concert with corporate policy and practices
  • Review, update and/or communicate human resources policy, procedure, laws, standards, regulations and related documents (guidebooks, government postings, etc.) on a timely basis
  • Develop, implement, maintain and coordinate a positive employee relations plan to include workforce involvement in recognition and award programs, picnics, luncheons, bulletin board postings, town hall meetings and other related activities that positively acknowledges the employee’s role within the workforce and promotes an a collaborative work environment
  • Administer and track performance planning, accountability and evaluation program.
  • In conjunction with Plant Management and Corporate HR, respond to employee relation issues such as employee complaints, harassment allegations and civil rights complaints. Assure appropriate disposition as documented in related corporate policies and procedures
  • Serve as internal consultant to all levels of employment on personnel issues as required interpreting and enforcing the policies and procedures of the corporation consistently
  • Work as a member of a human resources management team to effectively foster a corporate human resources culture consistent with corporate values and mission to include the coordination of corporate training and HR activities at the plant level on corporate accountable items (i.e. safety, FMLA, OSHA, COBRA, Flexible Benefits, etc.)
  • Provide miscellaneous duties in support of plant management to ensure adequate labor force coverage, timely and accurate submission of payroll for the hourly workforce meeting/presentation preparation, and general office administration duties as needed


Key Attributes for Success

  • Knowledge of EEOC, DOL, FMLA, ADA, and other relevant state and federal laws, policies, and regulations
  • Knowledge of labor/employee relations initiatives and practices (including employment/labor law)
  • Knowledge of Human Resources Development techniques, compensation and salary administration processes, and HRIS systems
  • Must have the ability to make recommendations to effectively resolve problems or issues by using good judgment that is consistent with standards, practices, policies, procedures, regulations or law
  • Computer skills with knowledge of Microsoft Office Suite (Word, Excel, Access and PowerPoint), e-mail, Internet and HRIS Operating systems. ADP HRIS and Payroll experience is a plus
  • Excellent communication skills – written and verbal

Education & Experience

Education

  • Bachelor's degree in Human Resources Management preferred, degree required.
  • Professional Certification - PHR, or SPHR Preferred

Experience

  • 5+ years of HR experience, strong generalist background, ideal with some HR leadership (manufacturing)
  • Considerable knowledge of current principles and practices of HR management with the ability to interpret and apply them into the daily mainstream of plant operations
  • Demonstrated expertise in communication skills - written, active listening, verbal and presentation
  • Ability to effectively manage time sensitive requirements (payroll, EEO/AAP, employee investigations, recruiting, etc.) to meet tight deadlines and targets
  • Actively engaged with leadership team and employees across all shifts
  • Ability to research information, analyze data, and present findings and recommendations
  • MS Office (Word, Excel, PowerPoint) & ADP experience highly desired
  • Ability to effectively balance the needs of the organization and the employees
  • Candidates must be bilingual and fluent in written and spoken Spanish
